UNAKRT seeks an Expression of Interest from vendors for the provision of a new website for the Extraordinary Chambers in the Courts of Cambodia (ECCC).

Brief Scope of Services:

1. UNAKRT seeks an Expression of Interest from vendors for the provision of a new website for the Extraordinary Chambers in the Courts of Cambodia (ECCC)

2. The Extraordinary Chambers in the Courts of Cambodia’s (ECCC) website is the main communication platform between the ECCC and the public. The actual website www.eccc.gov.kh is a trilingual website (English, French, and Khmer) hosted on the Drupal 8 platform. This version of the website went live in 2017. It is hosted locally on a server in Cambodia by UNAKRT.

3. Community support for Drupal 8 ended in November 2021. With Drupal 8 reaching its end-of-life cycle and no longer supported by the community, significant security implications arise for the content hosted on the site, and the possibilities for further improvements in performance and functionalities, as well as fixing bugs in contributed modules are limited.

The current design and navigation of the website is outdated. Administrative information is mixed with judicial information and the structure is neither intuitive nor clear. Information is not easily found or searchable. The website is seen as a repository of ECCC public documents rather than an interactive communication tool. The site is text-based and does not adapt to viewing trends and devices by younger generations, to whom more interactivity and visual features appeal.

The website is in urgent need to modernization and adaptation to younger audiences who make use of all type of devises and screen sizes and that over all consume visual and interactive information. The website should be fully updateable and sustainable for a period of at least 5 years.

Detailed description of requirements will be included in the Request for Proposal (RFP) documentation.

4. UNAKRT anticipates awarding the contract to the successful vendor in April 2022 and the project must be completed by December 2022. The project is open to all vendors with minimum five years of relevant experience in website development and design and the work can be performed remotely. No travel to Cambodia will be required for this project.

Responding to this request

1. Interested vendors must complete the Vendor Response Form and return it to the attention of UNAKRT Procurement Officer, no later than 17 January 2022.
2. Vendor Response Forms must be completed in full. The UN reserves the right to reject Expressions of Interest documents that are incomplete, or are received after the stated deadline.
